Also had this file error popup after installation of Windows 8 RTM. Searched for the file in the Registry, found it, deleted it, problem solved. The P17RunE.dll entry in my registry was in a group of entries associated with my Samsung Laser All-In-One.

On my computer the file sees to be associated with Bitdefender anti-virus program. It was found running by using mscofig via the command line. Scroll through the list of running programs. I took no action. -------- I try to look the list from time to time look for "naughty" entries. You could use the windows snipping tool to copy any screen display for future reference/print out
