I could not get to this site, spyware was directing me to "Tazinga.com" or others, when i ended this task, i was able to get here to leave this message. I am assuming it is the culprit. I am IT Professional that works for a large software company.

toddsrv.exe is part of Toshiba Optical Disc Drive.

A virus if this process is on a non-Toshiba machine. If it is on a non-Toshiba machine, stay vigilant.
   
It's a preinstalled Toshiba app (some call it bloatware). Its basically another avenue for your image backup
   
It's part of Toshiba's image back-up utility and not part of WINS and is not needed to start WINS start up. It is not harmless n anyway at all.
