The file is program that governs how programs and the operatin system works with the hardware and serves information on the system and yes this does include giving information on the manufacturer (HP), it is not overly critical as the operating system can normally cope on its own but still is highly recommmended that you let it do what ever it wants to do. It also provides and communicates with some HP programs preinstalled on their computers, it also provides software and file system information including the recover partition. It does not prevent the running of recovery CD's outside windows,

It was bringing up HP Pavilion System Information screen everytime I typed an "s", so I got rid of file, then nothing at all appeared when I typed an "s" until I disabled hpsysdrv in msconfig.

I'm fairly sure it's there to prevent people from messing with the restore partition (locks it up so that it can't be altered). Keeps newbies from fragging their only way of restoring the system to factory specs.
